Associate Director, Asia
Mugant M supports C&M International’s Asia operations at its Singapore regional office, where he helps clients craft impactful engagement strategies. Drawing on his experience in government and policymaking, he assists clients in navigating the policy and regulatory landscapes in key markets, as well as in leveraging regional forums, including the Asia-Pacific Economic Cooperation (APEC) forum and the Association of Southeast Asian Nations (ASEAN), to achieve their business goals.
Mugant brings over a decade of experience at the Singapore Ministry of Foreign Affairs, representing his government in dealings with a range of bilateral partners, international institutions, industry representatives, and other stakeholders. At the Permanent Mission to ASEAN in Jakarta (2017-2020), Mugant was Singapore’s lead on a variety of issues related to the ASEAN Economic Community, including policy engagement on the Fourth Industrial Revolution, free trade agreements, including the Regional Comprehensive Economic Partnership, e-commerce and digital integration, energy, labour and migration, smart cities, and tourism. He also played a key role in structuring and managing Singapore’s year-long Chairmanship of ASEAN in 2018, which entailed identifying and implementing Singapore’s national deliverables, chairing meetings with ASEAN government officials and external partners, negotiating ministerial and leaders’ level documents, and monitoring political, security, and economic trends.
Mugant previously served at the Singapore Embassy in Cairo, Egypt (2012-2016), where he received an award for excellence in political reporting based on his work immediately following the 2011 “Arab Spring” movement.
Mugant holds a bachelor’s degree in political science from the National University of Singapore.
